Safeguarding and closed cultures senior specialist, CQC

Clair Brown is a senior specialist in Safeguarding and Closed Cultures with the Care Quality Commission (CQC) leading on modern slavery and unethical internal recruitment. Clair is responsible for national oversight of this area and developing CQC’s regulatory policy position, standard operating procedures, internal guidance and frameworks along with developing CQC’s workforce knowledge and understanding in this field.

She has a professional background in nursing but has worked in regulation of health and social care since 2002 starting as an inspector, and later specialising in enforcement, qualifying as an advanced investigative practitioner. Clair was previously responsible for developing CQCs enforcement capabilities, as the national enforcement oversight manager.

During Brexit Clair was seconded to DHSC to deliver the rapid development of the Brexit briefing team, establishing their training, governance and processes.

Previously Clair was also the lead for CQCs RIPA powers, whilst her work on securing CQCs membership of Government Agencies Intelligence Network (GAIN) provided the Commission with its initial insight into the impact of modern slavery within health and social care settings.
